How to calculate tax for a combustion engine car in Poland?

A new tax on combustion engine cars will also be introduced in Poland

As a beneficiary of European funds, Poland will introduce a one-time tax on combustion engine cars by the end of 2024, dependent on the Euro standard of the vehicle. This information was revealed by 'Rzeczpospolita'. From 2026, this fee will be charged annually, with the highest rates for cars meeting the oldest emission standards. All owners of combustion engine cars will be subject to the new tax, the exact amount of which is yet unknown but will depend on the year of car production, and thus, on the emission standard, CO2, and NOx emissions. Despite government spokesperson Piotr Müller's announcement in June 2022 about no plans to raise registration fees and the introduction of incentives for low-emission vehicles, the signing of the so-called milestones on November 25, 2022, within the National Recovery Plan (KPO), indicates the inevitability of the new tax. Eurostat data shows that Poles drive the oldest cars in the European Union, with 41.3% of vehicles over 20 years old, while 37.1% are cars aged 10-20 years, and just under 5% are vehicles up to two years old.

Where:

  • S — the amount of tax expressed in PLN.
  • cc — engine capacity expressed in liters, rounded to one decimal place (down for values below 5 liters and up for values equal to or greater than 5 liters).
  • euro — EURO standard value:
    • No specified EURO standard or non-compliance with EURO standard — value 12;
    • EURO = 1 — value 8;
    • EURO = 2 — value 4;
    • EURO = 3 — value 2;
    • EURO = 4 — value 1;
    • EURO = 5 — value 0.9.
  • rate of tax is 500 PLN. (May vary depending on the year).

Currently, tax rates remain unset, preventing the approval of the 2004 formula - therefore, data is not yet certain.
From the latest results of the elections (October 15, 2023) to the Sejm and Senate, it appears that 90% of Poles voted in favor of introducing a tax on combustion engine cars based on votes for parties supporting the tax.
Remember, by paying tax on your older vehicle, you contribute to supporting those who have opted for the purchase of modern electric cars, even if you still use your existing car. Currently, electric cars account for only 0.15% of the market. We expect the introduction of electric versions of snowplows, trucks, and tractors.
